After all you are there to start a business to help mankind subnmerged into a world(Sea) of wonder .! Seriously anyway , you said you had bought a piece of land there and being a foreign investor ( I assumed) , I am sure the local govt. will be interested to assist you in anyway they could ,possibly not in monetery sense or other (more likely) . A more realistic way through , in my opinion , will be to get a local partner and  move on.
