Best Place to start learning scuba diving?

Hi guys,
Heres my first post here. I am from singapore.
i would like to seek advise on where is the best place to start my scuba learning course.
i have never done diving before. I would want to seek a PADI certified diving cert in Either Redang or Palau Perhentian. Which is a better choice among these 2??
And which month would be the best time to learn diving and to catch the Best scenary??
Finally, any recommendation for diving schools or contacts in these 2 places??
Please advise. ;)

I have a black listed dive shop.. hope you don't go this horrible shop. Dive shop name start with A Instructor name start with M
Kinda irresponsible. During the lesson and dive trip is ok, but when talk about fill in dive log and dive license can drag you for couple of months. Since end of July 05 till now yet recieved my dive cert, called him and the standard reply is "will check for you" or "PADI take time to process". Until now still no news. Right now I have problem to reach him, but luckily can reach his coll to help me process my dive cert.
My other dive buddy with same operator but difference instructor already got their OWD cert and Advance OWD.. poor me still waiting for my OWD cert.
This is my real personal experience, just want share and hope no other victims like me will suffer from him.

My advice is:
learn diving at someplace nearer like aur or tioman or even singapore water
it's cheaper, after you have passed out then you go to redang or perhiantian for pure leisure dive.
why spend extra $$ to go there to learn. You will be learning the basic skill so the places where you will be diving is not that important you should be looking at the type of training you will be getting.
There is more then 1 dive agency in the world (PADI is not the only 1 around). Check out what type of training the other agency offer then decide which agency offer the type of training that best suit you profile.
The other agency available are: NAUI, SSI, BSAC, IANTD, SUF, ITDA,......
The first 5 is available in Singapore

Question!!!! What's the difference between the different agencies? I was planning to take a NAUI licence but just got to know from a friend that the difference lies in the variation of signals that divers used underwater to communicate (so a PADI & NAUI diver can't dive together eh?). Besides, PADI would be more recognised in this region (Sg, Msia & Indon)?
Another question - let's say i take a NAUI licence now. Can i take an advanced course with PADI later?
So what now?

But before you embark on exploring the underwater world, be mindful that its not like a swimming pool where you can simply pop your head above water to take a breath of air.
Its important to learn skills proficiently and know the procedures well so your personal safety is of utmost importance. Its not just going through the motion.
So don't just compare prices, find out more from divers you know... afterall, is your life worth saving that $100?

Don't know if this is late for u, but..........
I have been a diver in and out of service for over 14 years now, and honestly I have not seen any effect of the existence of different dive associations. Even the prestige that may be beholden to any particular association is but a perception of different divers.
What's more important to someone wanting to go into diving is the quality of dive course offered. I have been for several leisure dive trips that had courses taking place alongside, and seen agencies squeezing too many students to an instructor (to me, 6:1 is too many), and when I queried, the reason usually offered was they also didn't realise so many signed up! When ratio is high, the lesson time afforded to one student is limited.
Cost should be secondary consideration, as long as reasonable.
Most important is yourself, what you want. If you want recommendation, I know Mako is one u can try, rest assured I have no commission from this because I have not dived with them for some time.
